Is this conditional probability?

'Of those signing up for cricket club, 15% signed up for football club.'

I'm leaning towards 'given the fact people are signing up for cricket club, they have also signed up for football club.

But the 'signing' and the 'signed' are confusing me.

The conditional probability of signing up for football club based on signing up at cricket club is 15%.

Agree/disagree?
