What do people think of this statement?
How accurate is it? Are there sometimes exception?

Can a person really be unsure? Obviously, Yes. But what does it mean?

I think there could be a number of reasons as to why people might question themselves if they're unsure whether they might like someone romantically or not.

Possible reasons could be that you're not sure about the idea of actually being with them in a relationship. Or, they might not fit your ideal image of what you had in a partner i.e. they maybe different to what you imagined personality-wise, or difference in interests etc etc

I think in some cases it can be overcome. But most of the it doesn't bode well.

There has to be a point where you move from liking them normally to liking them romantically. Unless this is instant (which I highly doubt), then everyone will go through a phase when they aren't sure. Its merely a case of ascertaining if you are moving from normal to romantic, or if you are going to be stuck halfway forever.
