I am wondering what the following procedure is..

I studied two years at Swansea, when I failed the second year I dropped out. I have taken a gap year and after sorting myself out I want to take it up again, resitting the second and taking the third year..

However, I have missed UCAS.. but I have been informed that this shouldnt matter as I am on file with the university already

    Can someone confirm

I would phone up the university to confirm. You may still need to use UCAS, but they could give you an offer straight away. I think, as long as they're willing to accept you, everything should be fine

It's up to the university - you will need to establish that they are willing to let you return and if so what procedure they want to follow. It's possible that they will want an application through UCAS even though they already know you. If they won't take you back, you can still apply through UCAS to other unis but you will need to check that they will accept the first year you did at Swansea as equivalent to their first year. If there isn't a uni prepared to consider you for Year 2 entry, you should look at the late applications thread for advice on choices to apply for Year 1 entry.
