I want to do my A2 levels at a different college, will my grades still count as a full A-Level, or would I have to stay on at my current college?

You can continue your A levels wherever you like, so long as you remain on the same exam board, for example I am currently completing my physics A level at home which I started at sixth form, but my RS AS which I took in year 11 could not be completed during sixth form because the my sixth form used a different RS exam board than my secondary school and would not accept external candidates.

Yes you can change and while it's ideal if they use the same syllabus in many cases you can change awarding body if the new college uses a different one but there are exceptions so you need to check. Changing awarding body (exam board) can make resits tricky, talk it over with the exams officer at the new college.

Yeah you can, but you need to give the new college your UCI number, so all the marks from prievous modules can be added together to get a whole grade - otherwise you might not get a full A level grade.
I'm not sure whether you can transfer to a different exam board though.
