This. An attractive girl staring at me during class will mean I ask her out or talk to her afterwards

An old man in a trench coat staring at me accross the sreet with a grin on his face means I get the hell out of there.

according to julius fast, eye contact lasting longer then a second indicates interest, whether it be sexual, threatening or quizzical. this obviously depends on the culture. In many Mediterranean countries and arab regions, tourists to usually non tourist areas will be greeted with long stares which may appear threatening. However chances are that they are interested and curious about you.
