Why is the maintenance loan amount significantly reduced in the third year of a degree?!

I've always been told it's because it doesn't cover the summer period as you'd have graduated and thus are no longer a student.

Exactly. Once you've finished in June you're no longer a student.

    Unfortunately, that's how it works.

Money will have to be found elsewhere to cover those costs.

If you're in serious financial difficulty, even as a Final Year, you should be eligible to apply for an Access to Learning Fund (ALF), which is a non-repayable grant, the amount varying on your circumstances. All Uni's vary though, so best thing to do is enquire at your Student Finance Office.
