You do get scallies in London! They go down Oxford ST loitering outside the sports shops! I admit you don't get many scallies round Fullham/Chelsea. Not sure about the other parts.

I think in London they are called Townies or yobs though.

Ah. That explains it. I have never heard anyone not from up North use the word 'scally'.
