If they have rejected you, then it is unlikely that you will be able to get in through Extra or Clearing.

Then I fear you stand little chance of a place... there are more students than ever applying for university, whilst government has recently cut back on the number of places they can fund

I havent yet heard of a university (where their grade requirements are say BBC-CCC) giving offers out for those predicted the lower bands...

The problem is, everyone realises there are fewer places, for instance, Durham is turning away 83% of all those who apply for english even though they will all have straight A's and some are even predicted straight A*'s...

So these people are now going to going to unis with ABB requirements, those predicted ABB may only have recieved an offer from a BBC university and so forth...

This means you are most likely competing with people predicted BBB for a CCC course when you are only predicted CCD...

Certainly phone up! But... as to the liklihood you will end up attending the university, not this year I would guess...
If you did secure CCC however, Im sure next year they would look upon you most favourably!!!
