I would imagine that it's a mistake...
I'd phone the uni if I were you, just to be sure

I got an offer through today for economics and maths from St Andrews and the conditions were:

AA in 2 A levels including maths

As i put on my UCAS form i already have an A in maths
Does this mean i effectively have an offer of just one A?
And if i do does anyone know why that happened?

Call them up and see?

It looks like they made a mistake! They probably saw that you had an A Level already so knocked it off your offer, but didn't realise it was in maths already. I would recommend ringing up to check.
I'm not an expert in offer interpretations, but that would be my take on it - they've sent out a standard offer, which is AA in two A-leves including maths, of which you already have one A and just need the other.

If you're unsure, e-mail the admissions at St Andrews to confirm.

Is your A in maths already certificated?
