Damn I didn't even know there was an age restriction on rizzlas (or rolling papers, whatever). When I used to play clarinet you needed to buy them to clean the little holes I think, so I wouldn't see why they'd have to restrict them - surely restricting the tobacco alone is what you should do?

I imagine most do realise. It's partly down to common sense and also because they will face possible prosecution if found selling underage. When training for a job, they should be informed of all age restricted products and, for any reputable company (and many who aren't so reputable), all staff will be.

Whether they actually care/ID people who they think are borderline is another matter. But most shop assistants, especially those in larger chains, will certainly know.
It's 18, though if you go into pound shops and buy them there you may as well look like a 5 year old. (I know this having worked in one).

Normally for age restricted products, when they scan them on the till a question comes up on the till asking if they have supplied the ID for it if necessary, and they have to answer Yes or No. So I would imagine the sales assistant would know if they are an age limit on them, because the till forces them to ask the question kind of.

There's no age for buying Rolling papers but buying tobacco in the uk u have to be 18 or older

It's jokes cos I bought them for my flute when i was about 15 with no issue then when I went to buy them at age 19 I was ID'd?!
