In fact, I spoke to someone who was an ex-examiner in college; not LSE. He stated how their marking never led to missing grades by just a mark. They always set this limit which is +/- 2%, so that people always get, say an 82% or a 78%, rather than a 79.5 or an 80.1, etc.
