In addition to Israel Kamakawiwo'ole - Somewhere Over The Rainbow
    you must get:
    Tom Waits - Waltzing Matilda
    Rufus Wainwright - Natasha
Tori Amos - Northern Lad (these songs are typically used in US series for the sad scenes  )

    and for some Britishness:
Tom McRae - Draw Down The Stars or How The West Was Won
Ed Harcourt - This One's for you

and pretty much any Counting Crows song ever, especially the August And Everything After and This Desert Life albums. They're one of the best bands ever.

Listen to Israel Kamakawiwo'ole's version of Somewhere Over The Rainbow... (from the Lynx advert and Meet Joe Black soundtrack).
oh i think that was the one on ER when Dr greene died, and for this reason is very emotional for me. i bawled my eyes out in that episode and every time the lynx ad came on i welled up.

I can never think of anything of the top of my head but Azure Ray's "Displaced," and Sarah McLachlan's "Angel" are very sad.

Edit: Rilo Kiley - "Does He Love You" and "A Man/Me/Then Jim;" they have a lot of sad songs.

    Something Corporate - Konstantine
Nine minutes of pure misery gets me every time.

Israel Kamakawiwo'ole - Somewhere Over The Rainbow (it was when it was played in 50 first dates that it got me)
Elliot Smith - Needle In The Hay (When Luke Wilson tries to kill himself in The Royal Tenenbaums)
    Keane - Bedshaped
    Lacuna Coil - Falling Again

The Smiths - How Soon Is Now?
    I am the son
    And the heir
Of a shyness that is criminally vulgar
I am the son and heir
    Of nothing in particular

    You shut your mouth
    How can you say
I go about things the wrong way ?
I am human and I need to be loved
    Just like everybody else does

There’s a club, if you’d like to go
You could meet somebody who really loves you
So you go, and you stand on your own
And you leave on your own
And you go home, and you cry
    And you want to die

When you say it’s gonna happen now
Well, when exactly do you mean ?
See, I’ve already waited too long
And all my hope is gone

    You shut your mouth
    How can you say
I go about things the wrong way ?
I am human and I need to be loved
    Just like everybody else does

    Sing a sad song
    In a lonely place
Try to put a word in for me
    It’s been so long
    Since I found this place
You better put in two or three
We as people, are just walking ’round
Our heads are firmly fixed in the ground
    What we don’t see
    Well it can’t be real
What we don’t touch we cannot feel

Where we’re living in this town
The sun is coming up and it’s going down
But it’s all just the same at the end of the day
And we cheat and we lie
    Nobody says it’s wrong
    So we don’t ask why
Cause it’s all just the same at the end of the day
    We’re throwing it all away
    We’re throwing it all away
We’re throwing it all away at the end of the day

    If you need it
    Something I can give
I know I’d help you if I can
If your honest and you say that you did
You know that I would give you my hand
    Or a sad song
    In a lonely place
I’ll try to put a word in for you
Need a shoulder? well if that’s the case
    You know there’s nothing I wouldn’t do

Where we’re living in this town
The sun is coming up and it’s going down
But it’s all just the same at the end of the day
When we cheat and we lie
    Nobody says it’s wrong
    So we don’t ask why
Cause it’s all just the same at the end of the day

    Don’t throw it all away
    Don’t throw it all away
    Don’t throw it all away
    Don’t throw it all away
    Throwing it all away
    Throwing it all away
    Throwing it all away

    Throwing it all away
    Throwing it all away
You’re throwing it all away at the end of the day
