Just considering the universities and not the course i would say Imperial as it has an international reputation, but it doesnt have the facilities of UMIST which has an amzing piolet plant which looked really cool, on the other hand UMIST seem really disorganised when i visited them as for thier merge with manchester but i dont think chem eng will change much.

but after all that, whatever you do dont go to leeds, the chem eng department is going downhill, when i visited it was just a few small labs in the back of a dingy old building.

Finally i would say if you can afford it go to imperial if not UMIST all the way it is good for most thing but amazing for chem eng
