 Is it normal to recieve an AS12 letter from ucas then a week later recieve a clearing form (CEF)?

I am really confused here coz I had already accepted my firm choice by sending in the slip (on the AS12 letter) to the uni. So this morning I am shocked to see the UCAS clearing form arrive through the letterbox. Does this normally happen?
