Well, some people only vote because they feel they should, e.g. because so many women went through so much to get the vote. If it was suddenly a lot more fuss to vote, how many would still feel it was that important? Some people only vote if they have the time, how many of these would still bother? And some might boycott voting to protest against an elitist system.
