Can anyone give me a logical reason as to why EMA doesn't allow people in Westminster to recieve education allowance, even when your household income doesn't exceed the maximum amount?

Can anyone give me a logical reason as to why EMA doesn't allow people in Westminster to recieve education allowance, even when your household income doesn't exceed the maximum amount?
Probably becuase it's where parliament is based, and they probably expect people to be rich if they live there.
