York is better academically for a number of reasons. Firstly, it has a higher research rating for Social Policy than Liverpool, which will be of interest to you if you are doing a Phd. It also has a better reputation as an overall university. If you are looking at the type of city then you should visit both and make your mind up that way.

York. Despite Liverpool locals banging on about it being blah blah blah city of culture blah, it's well nasty and full of moaning pseudo-Irish scum. York's a better uni as well.

thank you for all these reply. I know Liverpool well coz I had been here for one year. I also visited York twice. My intention is York too, maybe I just post it to get myself some encouragement! Anyway, thank you all!
The best thing to do is look at the indivdual researcher who will be your supervisor:

Are they well respected?
Is what they are doing interesting to you?

If the answer is yes to those then go for it. A PhD is a massive commitment and you have to be happy where you are so that also has to play a factor.

Personally I wouldn't base my decision on facts and/or figures about general reputations. It is your individual supervisor that is important and you must research an area which you are interested in or it is a waste of time.

Actually, this is my experience too, i mean, you point concerning general reputation and individual supervisor. I had wonderful time in Liverpool the year before last but suffered a lot in Warwick, which is supposed to have a good reputation and a high ranking.

I have visited departments and supervisors in both universities, both made me feel good and comfortable. and both supervisors are not experts in my PhD reserach area! that's why i hesitate..

While, York have offered me a small scholarship, although I know they are tricky and just want to get more money from me, i might well go for this one -- money became the key issue at this moment!
