student medical card?

I forget what it is exactly called. I used to apply for it in year 2002, which was offered by an organisation in Newcastle. You can get free, or very cheap prices for opticians and dentists services with this card. I really need to see the opticians and dentist now and obviously, I cannot afford that.

Anybody know something about this kind of card and how to apply for it? Thank you very much for the help!
