Besides, it's just a little bit immoral for the state to be telling people how many children they're allowed...
    Welcome to China.

It's not exactly known for small government :p:

It's not a bribe. It's just if you got the money you can pay to have another kid. That is what my uncle and auntie in China will do as well.
Even so, how is that fair?

It's fair because then they know it is people who can afford to have more babies and won't be a burden on society. At least it's not like other countries where all the poor people are having 12 children so they can fk everything up in the country even more!

Also in China you are not free to move to different cities (or provinces). But if you got money it's fine because you can pay the fees to immigrate to another part of China.

It's a good theory in the event of over-population, but Chinese culture makes it problematic - boys over girls, after all. If that aspect of the culture wasn't so warped, it might work out, but for the Chinese it's just created problems like high abortion and adoption rates, and a maaaaassive gender imbalance that is going to continue to make even more problems if they don't get the idea that boys are more favourable than girls out of their heads.

Since it's China, is it any of the UK's business?

Or is it just moralising about how restrictive Chinese society is?

It's a one birth rule rather than a one child rule, no? I'm pretty sure a mother giving birth to twins wouldn't have to choose which one to keep.
