Re-sit applicants why do universities say they're not considered, but then let them in?

I knew one person who failed Y12, but then the next year got a Cardiff offer from Biology. Do universities really stick to their re-sit applicant policies?, it doesn't seem like it....

That person may have had special circumstances you don't know about.

If a uni goes to the trouble of publishing a policy they're very likely to stick to it.You've thought of one exception, woohoo
