When universities have requirements for UCAS tariff points, do they mean just the points from A2 results, or do they mean both A2 and AS combined?

Combined results. Otherwise they would be a little difficult to achieve, no?
E.g - Lincoln asks for 300 points for a course, that's about BBB at the end of A2.

It depends on the way they say it. Some will ask for "200 points from 3 A Levels" or similar, and that doesn't include an AS. If it mentions a "6 unit qualification" that means full A Level too.
