Icompleted a year at uni, then registered for the 2nd but didnt attend and the slc didnt pay any fees for me, however when i rang to see if i was eligible i was told probably not at least for the first year unless i had evidence of personal reasons and sent this with my evidence

I did this and now have a letter from student finance saying i have funding for this year for the full ammount including tuition fees. does this mean they have accepted my reasons?

If they have given you the tuition fee loan and the maintenance grant then yes that suggests that they have accepted the CPR.
I don't work for SLC though so its just how it would seem to me.

If you only attended for the one academic year, then you were ok for funding without compelling personal reasons.
