17.5 nmol/L testosterone in 22 year old male - normal? watch

My ex, 22 years old, who I am still friends with, had their testosterone levels checked recently because they have a low libido and wanted to find out if there was any connection. The test result was 17.5 nmol/L. According to Internet sources, this is normal for about a 70 year old male. But the doctor told him that this is in the 'normal' range. He feels that he is not within the normal range and would like some sort of treatment or referral to a specialist, after looking at Internet sources. Apparently there is a massive range of testosterone levels accepted as 'normal' by doctors, but which are not actually healthy, and as his ex I can say that his sexual performance/libido was markedly lower than one would expect from a man of his age. Does anyone here who has medical/scientific knowledge know whether this testosterone level is low according to what they have personally studied, or anyone who has suffered with issues relating to testosterone?

A large reason for our break-up was the large difference in our sex drives and if undergoing testosterone therapy could increase his then there might be a possibility of us getting back together. That is why he went to have the test done anyway.

    Many thanks.
