What do the universities base their decision on then? Just GCSEs and A Level predictions? Are they at any disadvantage? Do they include their AS Level marks anywhere (I'm not sure if applicants are aware of their UMS)

Uni's base decisions on A2 predictions and GCSEs as well as the Personal Statement (and interviews if relevant)...oh and references

my sixth form doesn't cash in any AS grades, and I think it makes much more sense than cashing them

All most universities have to go on is predicted grades, GCSEs, personal statements & references. You can choose to include module marks if you want, but hardly anybody does.
I don't think it makes much of a difference tbh, at my sixth form pretty much everybody that applies gets in to a uni
