what exactly does it mean when a gene locus on chromosome 3q28-q29? does that mean that the gene locus is on the 3rd chromosome on the short arm on positions 28 and 29?

p is the short arm, q is the long arm.
a good way to remember it is p = petit, which is the French for small.
So the locus 3q28-29 means the gene is found on the long arm of chromosome 3, across band 2, sections 8 and 9.
