There's no set system; universities have different policies. You're best off talking to someone in the department.

I've recently changed Computing courses (within the same University) because I failed some modules. Now I'm wondering if I re-registered the same modules that I failed, would they be capped at 40% on my new course?

No. If you re-enrolled (I presume you’re re-taking the year, but on a different course?) then that doesn’t apply. However, if you failed those modules, do you think it would be wise to re-take them? Wouldn’t it be better to take something else?

The only way modules are capped, is when you are given the opportunity to re-sit the modules at a supplementary examination period at the end of the year.

In most universities, they only cap re-sits during the 2nd and 3rd years, which are usually set at 40%. If, as I suspect, you’re re-taking the whole year, you would have forfeited credit, so effectively, you’ve got a clean slate.

Not for my course - as someone else said, check the course regulations as it will tell you specifically in there or ask the academic registry at your university.
