Depends what you mean by landforms. If you mean something visual above sea level, then yes some tectonic processes do not produce landforms.Earthquakes don't produce landforms sometimes.

if there are strike slip faultlines eg. san andreas fault it can often not produce any visible landforms to suggest techtonic activity. whereas collisional(fold mountains), destructive (volcanoes/sea trench) and constructive(volcanoes/island formations/ocean trenches) plate boundaries all produce landforms, whereas conservative often don't. and as said above earthquakes can produce no landforms sometimes if theyre not high on the richter scale.
