How do universitys allocate students to their rooms and room mates
Can we like pick what students we want to share a room with? Also, can I make a request to be with students who don't smoke?

I think that for the majority of universities, you cannot choose who you share a room/house with. At some universities they ask you to fill in likes/dislikes, so they can try to match people with similar interests (or so I hear anyway...), but I don't think that's common at all.
Halls are supposed to be non-smoking in any case. Here at Salford they try to put smokers on the ground floors, so that they're the closest to outside and don't feel the need to smoke in communal areas. It will depend on the university how they decide to sort it out- some will group smokers together, some will not.
