    Because you are reducing N in oxidation state +5 (in nitrate) to N in oxidation state +2 (in NO) using Ag as the reducing agent.

    The Ag is therefore oxidised from oxidation state 0 to +1, so each Ag contributes one electron to the reducion. You need three electrons overall, so you need three Ag
