Everybody seems to think that Blair's policy is to send 50% of people into unviersity this not true.

The target is 50% of under 30 year olds should have some kind of highher education qualification. This includes NVQ Level 4, HND, HHC and foundation degrees as well as more traditional things such as proper honours degrees.

I just thought I would point this out as a lot of people seem to think it means 50% of people doing honours degrees.

Also there are no extra places for undergraduate courses in the next ten years I think. (no extra funding)

So where's all the money from top-up fees going to go then?

Its pay for the existing underfunding of universties which has been caused by the the explosion in of universities in the last 20 years. Universties have been underfunded for decades its nothing new.

Also the money are being spent on these new foundation degrees which are two year vocational courses.
