Yes, blue has higher temperature, red has lower temperature. (For colors based on black body theory).
But culture associations are: red - hot, blue - cold.
And color T-s over 5000K are called cool colors, T-s - 2700-3000 - warm colors

because big chunks of ice have a vaguely bluish tinge, whereas fire is red. It's nothing to do with the EM spectrum.
