You are right - the question should be 'Why isn't 11 pronounced "ten one"?
(just as 21 is pronounced twenty one, comprising what its first digit means in context - 20 - and what its second digit means - 1).

It's similar to when everyone said 'nineteen ninety nine' for the year '1999' but didn't say 'twenty zero zero' for '2000'.

Until I read your post I thought in error for some reason that the question should have been 'Why isn't 11 pronounced "tenty-one"?

But then I realised that there is no precedent for using the term 'tenty'. And it also sounds like Gandalf looking for his camping companion: 'I seek the tenty one.'

I think so anyway. I didn't read The Lord of the rings.
