How can you judge the amount of impact that different events have had on society? The amount of people it has effected? The type of impact? The length of impact it will have?

Well lets say that we have an event, ie the passing of an act that expands the electorate. the effect upon society in simple form is that more people can vote. Now you can expand on this and say that it creates a more equal; society as more echelons of that country are able to have their say on the government now illustrate this maybe through comparing the fact that before the passing of such legislation, many government decisions seemed to favor those that could vote. Now that this electorate expanding piece of legislation has been passed act x, y and z appear to favor a more broad range of people.
