It's not worth bumping after four minutes. If people aren't online they wont see it any quicker.
In terms of speakers. It might help if you explained a bit more what do you mean by Loud? Just loud enough for your room or good enough for a house party ?
I suspect your price range is going to be a bit of a limiting factor. If you want bass at that price you're probably best looking for some 2.1 speakers.
If you're willing to do some hunting then you might be better looking around 2nd hand shops, ebay etc. and looking for a pair of hifi speakers and an amp to drive them. Maybe something like: http://cgi.ebay.co.uk/ws/eBayISAPI.d...m=250734733004 or http://cgi.ebay.co.uk/ws/eBayISAPI.d...m=150527284854
You would need an amplifier to go with the first item. I'm not sure about the second. The image shows the amplifier but it's not listed in the text - There's probably better offers on ebay. Those were just a couple of things I saw quickly that could be suitable.
You probably want speakers with at least 6-8cm woofer (the big speaker) and a tweeter. That should give you reasonable bass. A bigger woofer and bigger cabinet might help with the bass.

If you're spending £60, you won't be getting bass - you're gonna need a sub - ain't many good subs for £60
Get some good headphones, save yourself the money and nobody has to listen to your music either.

£60, you won't get much. With electricals... you get what you pay for.
