I'm looking to transfer to a different Uni. The one I'm in is very low in tables, a very recent ex-poly and full of people that clearly don't care about the course or learning.
I chose this Uni as I applied on the deadline last year with a poor personal statement and this is the only one that accepted me. However, I'm achieving 70-90% marks in all my work and could get into a better Uni.
Should I try and apply in year 2 or wait until year 3?
I don't know which is better in terms of being accepted. Logically it would seem better to try and apply to better ones every year. Is this the case?
Any advice or further reading would be welcome. I had a quick search but nothing turned up.

Very few unis accept third year transfers. If you want to transfer, start phoning around the unis you're interested in now.
