    The latest concession by the government on tuition fees.

    Not much of a change, but I guess it's an imporvement.

    Excellent. Now if only they'd abolish the scholarship scheme (why should someone earning £50,000 be exempted from contributing for their education like everyone else just because they got free school meals when they were a kid?) and use the money from that to make the £21k be in today's prices, not 2016. Those are my final gripes with the proposals.
