    Considering Welsh residents will not have the increase in their tuition fee's, who qualifies as a Welsh resident? people who were born there only or people who have lived there for X number of years?
    I ask because my dad has lived in Wales for four years now, having previously lived in England, I also live in England currently. Does this mean im able to claim 'Welsh residancy', for lack of a better way to put it?
    It's not very clear on who qualifies for what.

    People who were born in Wales or EU students qualify.

    Basically only English students will pay increased fees if the government go through with the increase.

    I believe it's people who were born here or who have lived here for over 4 years.

    I'm Welsh, was born here and have always lived here.
