    I have to write an essay for next week and I am a little confused about my essay question...
    " Can the UN play a positive role in ensuring that counter-terrorist policies of Western democracies do not hinder global development aims ? "with reference to the UN Counter Terrorism Strategy.
    If I have understood correctly the question is asking what the UN has done in relation to counter-terrorism and if it is managing to keep to its goals of maintaining international peace and security and maintaining the promotion of human rights.
    When the question says “global development aims” this would presumably include MDG’s ?
    Can anyone rephrase the question for me ?

    An easier way of thinking about it may be "Can the UN resolve the conflict between counter-terrorism policies of its Western member states and its dedication to global development?"

    And while it's not helpful to say this, it is a poor question:

    1. There is an assumption that the counter-terrorist policies of Western democracies do hinder global development aims. There are some who would argue that the stability derived from these policies is a prerequisite for economic or democratic development.
    2. There is an assumption that the counter-terrorist policies of Western democracies are the same.
    3. The phrase "global development aims" is not adequately defined. You may be correct in equating this with the UN’s MGDs but what about other players, NGOs, other intergovernmental organizations?
