Rensis Likert is the the Psychologist who developed it.

Likert, Rensis (1932). "A Technique for the Measurement of Attitudes". Archives of Psychology 140: 1–55.

I think that may be correct, however I cannot access the full article to make sure.

Can anyone tell me if that is the correct reference?

Yep, that's the one I've used in the past, although your referencing style has a few errors.

If you're using APA it should be:

Likert, R. (1932). A Technique for the Measurement of Attitudes. Archives of Psychology, 140, 1–55.
