So, I was planning on going to London, but there were visa issues there, so that's out of the bag.

Then the rest of Europe pretty much went out of the bag because of the snow issues. I don't want to take the risk of ending up stranded there.

I live in the middle east, so North America, South America and Australia are too far away for a short winter break.

I'm 17 years old and going on my own, so my parents are insisting I go to a 'safe' place, which means it has to be considered developed in their eyes. So that ruled Egypt out of the bag.

Malaysia was considered, but it's actually hotter there than it is here. I'm looking for cold, but not snow cold. A bit of rain would be nice.

So that seems to leave me with the surrounding middle east countries - E.G Qatar. Which is a bit depressing. Not only are they only one hour long flights, but it's all the same experience as I would get back home.

    Any ideas?

How 'safe' is it? And won't it have problems with snow as well?

Russian Tourist Visas are meant to be pretty hard to get though I'm pretty sure that you would have the same problem with most of the 'developed' western countries...Maybe give somewhere in Eastern Europe a shot?
