For example if someone took a law degree but would like to become an English lecturer, is it possible?

I don't see why not. You may have to do a subject enhancement course or something similar.

Note - I've just seen you put 'lecturer' not 'teacher', not sure if you need to have a masters/phd for uni teaching.
