Hello, just having a problem with one particular scenario:
Nicola, a UK resident, goes to Italy. An EU directive should mean that European citizens have cheap museum tickets, but the Italian government mandates that they are high for foreigners.
The main question is on a slightly different issue, but on these facts alone, is there any reason she shouldn't be able to obtain a reference from an Italian national court to the European Court of Justice?

No reason why not but the court can't do this directly it must use the art 234 preliminary reference procedure, courts can't use art 230
