Is it even possible to transfer between universities for your 4th year, e.g. on a 4 year MSci course ?

It may be possible - in this financial climate, there will probably be a University who is willing to accept you, but the reasons for transferring now would have to be extremely compelling.

I sincerely doubt it, but contact the university you're considering and see what they say. None of us can tell you whether they will or won't allow it.

When I did my 3rd year transfer I was told the uni I was moving to would only accept it as 50% of the course was taken at the warding institution. Like you it was a four year chemistry course.

It'll depend on the uni but there were only a couple who would entertain a 3rd year transfer so I highly doubt it.
