    Which do you value more?

I understand that it's totally dependent on the course in question and it depends if your desired career requires course-specific skills but for you which is more important?

    University atmosphere and location.
But say you had to choose based on reputation. University or course?

Ideally you should try get a good mixture of both. A key point to remember is that rightly or wrongly there's still quite a lot of academic snobbery around, so, from an employment perspective it's good to have attended a University with a good reputation.
I personally managed to get a good balance (University it at top of league tables for course and is a Russell Group University), but at the time of my choosing, the reputation of the University was probably the greater influence.

My course is pretty generic and all the universities have to be accredited so for me the university reputation doesn't matter as a degree from almost anywhere will be considered equal. However it would be nice to go to one of the Russell Group universities.

Course reputation, personally. I'd rather live without the awed 'You go to X university!' reactions. If employers know my university is good for my particular course then I don't really care about what other people think.
Though the best thing to do would be to get a nice balance!

If I had a choice of studying a doss subject at a prestigious uni or a good subject at an underprivileged uni, I wouldn't choose either.

I wish I knew the answer to OP's question, I often wonder the same thing myself
