Human Rights/Public Law help
I have an essay question as follows...
Do you agree that it was primarily because of the Human Rights Act 1998 that changes were made to detention without trial, and control orders, and that these changes would not have taken place without it?
I know it seems a stupid question but I don't understand the point this question is trying to get at and how to approach it, obviously I know I should mention the Chahal and Belmarsh cases but I am stuck as to points that would be against the statement.
Any light anyone can shed on points for or against would really help,
