Not at all. These are not drugs such as amphetamines etc. These are merely derivatives of GABA (a natural element).

Even if you take amphetamines, this is not 'cheating' in exams (however, with sports it's of course a different issue).

Lastly - and obviously - you are not drug tested for any exams. Many have said that students should be drug-tested, but this has of course not be legislated on etc.

Also, such nootropics as Pramiracetam are not even illegal to possess in the UK. They are very much legal. The effects of such racetams are similar to caffeine, except without the jitters and horrible crash. If taking racetams is cheating, then drinking coffee is too.

I don't think unis really have rules on this. I read my unis drug policy and it was so vague that it didnt really tell me anything useful, it basically said you can face disiciplinary action for drugs offenses and you will face a committee who will decide if what you have done constitutes an offense but I don't think there were laws laid out I think the committee can just decide what it wants. I think it would just be treated like any other drug with the classicfication of the drug obviously being central to the decision. It would be interesting to see what the uni would do if somebody openly admitted to taking modafinil on campus for an exam.
