When people keep asking for change in the bus stop, what do they want it for?

When I have recourse to encounter the riff-raff on my commute to work, I am often asked for '20p' or a similar amount for people to supposedly get the bus. I know for a fact that the 20p I always refuse to give them is not going to be used on bus fare, but what do they actually ask for it for? What is 20p actually going to do for them?
