I have this huge crush on this girl , seen her a couple of times (last time went horribly wrong , she was nervous and I looked like a creep staring at her) .Although she doesnt know me , would it be ok to strike up a conversation when I see her next time (wherever it maybe?) ..and even say sorrry about last time ...

There's not much detail to go on here, but just be confident and talk to her

Asking 'How can I win this girl?' is a LOSER'S mindset.

You need to turn it round to 'How can this girl win ME?'.

Just talk to her, worst she could do is turn around and walk away. But if she's a nice enough girl she'll talk to you and you never know where that could go...
