    Because the modulus is larger than the number of letters, is that a problem?

    My deciphering transform was

    f(x) = 32x + 3 (mod 39)

    and upon trying to solve part c the answer did not make sense so either the transform is wrong or my interpretation of it was

    I have also got

    f(x) = 35x + 24 (mod 39)

    which doesn't get anything better out of it

    Agree with your transformation. I think the first number in the cipher to be decoded should be "6" and not "0". Taking that into account it translates meaningfully.
