    You don't have to have a car if you learn to drive. I learned when I was 17, purely so I don't have to bother learning when I leave university and other stuff gets in the way eg looking for a job or whatever.
    If you're not going to actually drive straight after passing your test, why should you be allowed to keep your license. For one, not driving after a certain amount of time means you'll be a hazard on the road. Your license should be given on a "use it or lose it" basis.
